Role of the Commission on Information for Recognition of the Conference ofGrand Masters of Masons in North America

2003 “The Commission neither advises nor recommends that recognition be given to any Grand Lodges, but merely indicates whether or not it considers that a Grand Lodge in question satisfies the conditions of regularity.”
1999 Conference of Grand Masters transactions, page 170 “This Commission in no way tries to influence any Grand Lodge of what its individual action should be. This Commission serves in an advisory capacity only by providing information for the use of the Grand Lodges in determining proper recognition.”
1996 Conference of Grand Masters transactions, page 138 “This Commission in no way tries to influence any Grand Lodge of what its individual actions should be. This Commission serves in an advisory capacity only”
1995 Conference of Grand Masters transactions, page 138 “When the Commission has come to a decision in this regard, it advises the constituent Grand Lodges of this decision but in no way attempts to dictate to any Grand Lodge what its individual action should be. The Commission, therefore, serves this Conference only in an advisory capacity.”
1994 Conference of Grand Masters transactions, page 108 “The Commission serves only in an advisory capacity to this Conference and its function is to investigate and report on all matters pertaining to a Jurisdictions [sic] qualification for recognition by Members of this Conference. Our report is therefore to be used by Member Grand Lodges of this Conference to act upon as they deem proper.”
1993 Conference of Grand Masters transactions, page 124 “The Commission neither advises nor recommends that recognition be given to any Grand Lodges, but merely indicates whether or not it considers that a Grand Lodge in question satisfies the conditions of regularity.”
1992 Conference of Grand Masters transactions, page 103 “The Commission neither advises nor recommends that recognition be given to any Grand Lodges, but merely indicates whether or not it considers that a Grand Lodge in question satisfies the conditions of regularity.”
1991 Conference of Grand Masters transactions, page 78 “The Commission neither advises nor recommends that recognition be given to any Grand Lodges, but merely indicates whether or not it considers that a Grand Lodge in question satisfies the conditions of regularity.”
1990 Conference of Grand Masters transactions, page 61 “We serve only in an advisory capacity to this conference. . . . We make our report and you as delegates use it as you deem proper, collectively and individually. . . . What will influence your decision — the standards of this commission; the standards of your Grand Lodge; your personal feelings regarding the matter; or that which is for the good of Masonry in general and your Grand Jurisdiction in particular? The commission joins you in prayer that what is done will be for the best interest of Freemasonry in North America.”
1989 Conference of Grand Masters transactions, page 136 “The Commission serves only in an advisory capacity to this Conference. . . . Our report is therefore to be used by member Grand Lodges of this Conference to act upon as they deem proper.”
1988 Conference of Grand Masters transactions, pages 125-126 “The Commission neither advises nor recommends that recognition be given to any Grand Lodges . . . . The Commission serves only in an advisory capacity to this Conference. . . . Our report is therefore to be used by member Grand Lodges of this Conference to act upon as they deem proper.”
1987 Conference of Grand Masters transactions, page 109 “When the Commission has come to a decision in this regard, it advises the constituent Grand Lodges of this Conference, but does not attempt to dictate to any Grand Lodge what its individual action should be. The Commission therefore serves this Conference purely in an advisory capacity.”
1982 Conference of Grand Masters transactions, pages 54-55 “When the Commission has come to a decision in this regard, it so advises the Grand Lodges of this Conference, but in no way attempts to dictate to the constituent Grand Lodges concerning their individual actions. The Commission serves this Conference in an advisory capacity only.”
1981 Conference of Grand Masters transactions, page 70 “When the Commission has come to a decision in this regard, it advises the constituent Grand Lodges of this Conference of this decision, but in no way attempts to dictate to any Grand Lodge what its individual action should be. The Commission therefore serves this Conference purely in an advisory capacity.”
1980 Conference of Grand Masters transactions, page 74 “You must remember that the Commission attempts to obtain the facts, to present them to you for consideration, to make a recommendation as to a suggested avenue of decision or action, and that each jurisdiction must make their [sic] own decision regarding their [sic] specific action.”
1979 Conference of Grand Masters transactions, page 54 “The Commission neither advises nor recommends that recognition be given to any Grand Lodges, but merely indicates whether or not it considers that a Grand Lodge in question satisfies the conditions of regularity.”
1978 Conference of Grand Masters transactions, page 115 “The Commission neither advises nor recommends that recognition be given to any Grand Lodges, but merely indicates whether or not it considers that a Grand Lodge in question satisfies the conditions of regularity.”
1977 Conference of Grand Masters transactions, page 120 “The Commission neither advises nor recommends that recognition be given to any Grand Lodges, but merely indicates whether or not it considers that a Grand Lodge in question satisfies the conditions of regularity.”
1976 Conference of Grand Masters transactions, page 39 “The Commission neither advises nor recommends that recognition be given to any Grand Lodges, but merely indicates whether or not it considers that a Grand Lodge in question satisfies the conditions of regularity.”
1975 Conference of Grand Masters transactions, page 140 “The Commission neither advises nor recommends that recognition be given to any Grand Lodges, but merely indicates whether or not it considers that a Grand Lodge in question satisfies the conditions of regularity.”
1974 Conference of Grand Masters transactions, page 124 “Of course, the role played by our Commission is to advise the Members of this Conference that a particular Grand Jurisdiction, whether it might be throughout the World, has complied with these standards, and that is has reached the point where it is eligible for recognition. It is also the duty of the Commission to consider the status of a Grand Jurisdiction which for some reason or other has lost its eligibility and now seeks to regain its former status. In either case, the role of the Commission is advisory. [emphasis in original] It is then up to the particular member Grand Lodge of this Conference to take its own independent action. Whether a Grand Jurisdiction of this Conference affords recognition or not is strictly its own business. We do not recommend, only state the factual situation.”
1973 Conference of Grand Masters transactions, page 152 “Now, as a committee we don’t have any power to do anything, other than to recommend. We come before you and we say after complete investigation that Grand Jurisdiction so-and-so has filled all of the requisites of operation, and they can be recognized: they have fulfilled our requirements as to rules, and then it is up to each Grand Lodge, then, as to whether or not they want to recognize this particular jurisdiction.”
1971 Conference of Grand Masters transactions, page 94 “As noted earlier, the purpose of this Commission is to provide a clearing house for information, a facility whereby it endeavors to gather information for dissemination among the members of this Conference to enable member Grand Lodges to make their own judgment on the regularity of foreign Grand Lodges.”
1969 Conference of Grand Masters transactions, page 52 “It shall be the duty of the Commission to assemble and collate information on Grand Lodges as a service to the member Grand Lodges of the Conference.”
1967 Conference of Grand Masters transactions, page 33 “The Commission … always adhering to its assigned role of gathering and reporting information for members of the Conference, for use by them in extending, refusing, or continuing recognition.”
1966 Conference of Grand Masters transactions, page 32 “…the Commission has always adhered to its historic role of gathering and reporting information for the members of this Conference to use as a basis of extending and continuing recognition.”
1964 Conference of Grand Masters transactions, page 34 “‘It shall be the duty of the Commission to assemble and collate information on Grand Lodges as a service to the member Grand Lodges of the Conference.’ This means that the Commission does not recommend recognitions.”
1963 Conference of Grand Masters transactions, page 41 “It shall be the duty of the Commission to assemble and collate information on Grand Lodges as a service to the Member Grand Lodges of the Conference.”
1962 Conference of Grand Masters transactions, page 38 “Purpose: It shall be the duty of the Commission to assemble and collate information on Grand Lodges as a service to the member Grand Lodges of the Conference.”
1960 Conference of Grand Masters transactions, page 49 “Purpose: It shall be the duty of the Commission to assemble and collate information on Grand Lodges as a service to the member Grand Lodges of the Conference.”
1959 Conference of Grand Masters transactions, page 58 “It shall be the duty of the Commission to assemble and collate information on Grand Lodges as a service to the member Grand Lodges of the Conference.”
1958 Conference of Grand Masters transactions, page 55 “Of course, we recognize that our work is one of research and presentation and that we have no lawful authority to make decisions. That authority is vested in our Sovereign Grand Lodges and they alone determine the course they wish to pursue.”
1957 Conference of Grand Masters transactions, page 57 “Purpose: It shall be the duty of the Commission to assemble and collate information on Grand Lodges as a service to the member Grand Lodges of the Conference.”
1956 Conference of Grand Masters transactions, page 67 “Let me remind you of the express conditions under which the Commission was created — not to make recommendations on recognition, but ‘to assemble and collate information on Grand Lodges as a service to the member Grand Lodges of this Conference.”
1955 Conference of Grand Masters transactions, pages 106-107 “The function of the Commission is expressed as follows: ‘It shall the duty of The Commission to assemble and collate information on Grand Lodges as a service to the member Grand Lodges of this Conference.’ It is also stated specifically, ‘It is not our prerogative, nor that of the organization whose framework we set up in this report to decide what are, or should be universal standards of recognition.’ The Commission is therefore a facility for securing information. It is a fact-finding body. It has no authority whatever, and makes no recommendations of any kind”
1954 Conference of Grand Masters transactions, page 119 “In order fully to carry out the desire of this Conference in establishing this Commission, and to avoid criticism, in the reports which follow we will make no recommendations nor express any opinion as to whether or not the Grand Lodge should be recognized.”
1953 Conference of Grand Masters transactions, page 92 “In our work we have constantly borne in mind the ‘purpose’ set forth when the Conference of Grand Masters established this Commission: ‘It shall be the duty of the Commission to assemble and collate information on Grand Lodges as a service to member Grand Lodges of this Conference.’ Every effort has been made, and will continue to be made, to avoid even the appearance of dictation to any Grand Lodge. Recognition must continue to be extended by individual Grand Lodges, such action being predicated upon their own Standards of Recognition.”
1952 Conference of Grand Masters transactions, page 70 “We feel that it is not our prerogative, nor that of the organization whose frame work we set up in this report [the Commission] to decide what are, or should be, Universal Standards of Recognition.”
